Mark cuts on the tomatoes and place them in a bowl filled with ¼ cup of water. Add onion pieces, garlic and whole red chillies. Microwave them for 2-3 minutes on high flame.
Let it cool and then remove the skin of the tomatoes.
Now transfer all the ingredients to a grinder jar. Grind it to make a fine paste. Strain it and keep it aside.
Heat 1 tsp oil in a pan. Add the strained mixture, salt, sugar, soya sauce and vinegar to it. Cook it till it becomes slightly thick in consistency. Keep it aside.
Making fillings of momos
Heat oil in a pan. Add finely chopped ginger, garlic, and green chillies paste. Sauté it for few seconds till the raw smell is gone.
Add chopped onion and sauté it for 2-3 minutes till it becomes translucent. Now add shredded cabbage, finely chopped green capsicum and grated carrots to it. Cook it for 1-2 minutes till it becomes slightly dry.
Then add salt and 1 tbsp momos sauce in it and cook further till it water completely dry but still moist. Let it cool completely.
Making of dough
Take whole wheat flour, all-purpose flour and salt in a bowl and add water to make a medium soft dough. Cover it and keep it aside for 5 minutes.
After 5 minutes, knead the dough for 1-2 minutes till it becomes smooth. Now make very small size balls out of it.
Take a ball and roll it into a 3-4 inch circle. Add 2 tsp filling at the centre and close the ends to bring the corner towards the centre. Repeat the process and make all the momos.
Get the steamer ready.
Arrange the momos on a greased plate and place them in the hot steamer. Steam them for about 12-13 minutes and then check.
Touch the momos if they feel non-sticky means they are done. Transfer them to a plate and let them a cool little bit.
Repeat the process with the rest of the momos and get steamed all the momos. Serve them warm with momos chutney.

Notes
Momos filling should be dry but moist in texture. That helps in filling momos nicely without any leakage or breaking of momo covering.
Dough should be little tighter than the chapatti dough. Knead the dough nicely before making momos sheet.
